TVET should be handled only by one ministry, says MBM

 

 

 

KUALA LUMPUR, Jan 21 — The Malaysian Youth Council (MBM) has suggested that the administration and delivery system of the Technical and Vocational Education and Training (TVET) be standardised and managed under one ministry only.

MBM Information chief Mohammad Rizan Hassan said the management system and delivery of TVET by various government agencies, universities, state skills development centres and private institutions resulted in unhealthy competition among them and was a waste of money.

“There are about 500 training institutions under seven ministries, including the Human Resource Ministry and the Education Ministry.

“All these institutions offer the same programmes and there is no specialisation,” he said in a statement here yesterday, in response to a recent newspaper report on TVET.

Besides public institutions, he said, there were almost 900 private TVET institutions which were registered with the Department of Skills Development (JPK) and 12 state skills development centres offering programmes of various quality and standards.

The Malaysian technical universities, comprising Universiti Malaysia Perlis, Universiti Malaysia Pahang, Universiti Teknikal Melaka and Universiti Tun Hussein Onn, as well as Universiti Kuala Lumpur (UniKL) and the German-Malaysia Institute (GMI) also offered the same programme, he said.

He said implementation of the TVET accreditation programme by two different agencies — Malaysian Qualifications Agency (MQA) and JPK — raised doubts among industry players and the society on the quality of the programme and the certification system.

“Apart from that, the mobility of students to continue TVET education at institutions under a different accreditation system is limited,” he added. — Bernama
